The importance of crowd control, crowd management and a proper plan for emergency evacuation is sometimes ignored before there is a catastrophic human stampede. Human stampedes and crushes have occurred at crowded events throughout history, generally sparked by panic spreading like wildfire through the crowd. Something as simple as a luggage trick has triggered a deadly human stampede, as was the case with the Hajj Stampede in 2006.

In an article on the Bethnal Green Tube tragedy for The Independent, writer Godfrey Holmes observed that "stempedes begin in the wild when animals, led by herd instinct, bolt away from perceived danger to perceived health. While ostensibly more moral beings , people enter stampedes for the same purpose. It's not so much the stampede that kills but the collapse that results.
